Summary
This article focuses on draft law preparation materials, which are one of the types of legal supplementarysources. One of the elements of this supplementary source of law is the annotation. Its purpose is the appropriate application of the legal norm. This requires care and quality at all stages of a bill’s progress. Annotations vary in quality. Therefore, it is important to take the methodological steps correctly, determining the true meaning of the norm, finding it between the formulated initial intention, the will of the legislator and the goal of the legal norm, so that, for example, the Senate can accurately determine the particular judicial result. It should be emphasized once more that the aim of the legislator can be deduced from the joint context of the annotation, other drafting materials of the draft law, and the final version of the legal norm, without exaggerating the significance of the annotation in the historical interpretation of the legal norm. It is important to carry out further examination with the help of systemic and teleological interpretation and the goal theory of mixed legal interpretation.
